Jacqueline Backhaus

Partner: Head of Planning

Jacqueline deals with all strategic planning issues as well as the firm’s contractual planning and inquiry work.

Jacqueline has broad experience in all planning matters including negotiating planning applications, handling appeals on a wide variety of development schemes, dealing with strategic land use planning and negotiating complex planning, highways and related agreements.

In addition, Jacqueline has particular expertise in compulsory purchase and compensation matters and enforcement issues. Jacqueline also regularly undertakes advocacy at public inquiries for both private clients and local authorities.

Jacqueline is also a member of the Compulsory Purchase Association.

Recent Work
  • Advising Havering College of Further & Higher Education regarding the promotion of a site surplus to requirements through the Local Development Framework Core Strategy. This will carry through to public inquiry
  • Handling a challenge to the LDS (Lower Lea Valley, Olympic & Legacy) Compulsory Purchase order 2006 via public inquiry and the new lodging of High Court proceedings against the confirmed Order
  • Advising Associated British Ports) in relation to 400 new homes in Fleetwood. S106 agreement and associated work use and infrastructure
  • Objecting on behalf of Friends of Regents Park to a high profile planning application by Goals for 10 for 5-a-side football pitches and sports facility to be developed in Regents Park which would effectively get rid of the current golf and tennis facilities
  • Giving planning and environmental advice to Shaun Elliott on the acquisition of a £3.5 million site in Aylesford, Kent for scrap metal/mixed use with long term residence consent
  • Recently concluding a number of S106 Agreements for major mixed used schemes in the Thames Gateway
